The Arc
developed this position paper to guide its 2007-08 advocacy efforts and to
serve as an educational document for its members, for state and local elected
officials and for the general public. The Arc of Virginia prepared this position paper on the future of the Virginia service system for persons with mental retardation and related disabilities in view of a report by the Department of Mental Health, Mental Retardation, and Substance Abuse Services to the General Assembly at the 2005 session indicating the high capital outlay costs of maintaining our five state training centers. Virginia's service delivery system for people with mental retardation and related developmental disabilities is in crisis. Long waiting lists exist, services available are not always the services desired, and choice is very limited. This link describes the problem in Virginia. This link will take you to a paper prepared by The Arc of Virginia outlining critical issues for Virginians with mental retardation and related developmental disabilities. Significant Concerns of Advocates & Consumers, July 2001 This link will take you to a paper on the most pressing needs of Virginians with mental disabilities as well as suggested solutions and strategies to address the needs. The following organizations agreed on these needs, solutions and strategies: The Arc of Virginia, Virginia Chapter of the National Alliance for the Mentally Ill, Mental Health Association of Virginia, the Substance Abuse and Addiction Recovery Alliance, Virginia Association of Community Services Boards, Psychiatric Society of Virginia, the Coalition for Mentally Disabled Citizens of Virginia, and Virginians for Mental Health Equity.
